Perth and Kinross ATCs

Streetwise supported Perth and Kinross Council in collecting flow and speed data at over 100 sites across the authority as part of the Spaces for People programme. Data was collected on multiple occasions throughout the year to provide a truly robust sample, enabling decision makers to implement a programme of speed reduction to enhance city, town and village centres.

In a related study, Streetwise provided the primary flow and speed data for the School Exclusion Zones project. The technical challenges of collecting accurate data at street ends were met through a collaborative approach to better inform site positioning to ensure accurate data. Streetwise conducted a pilot survey by placing ATCs adjacent to the street stop line (the preferred location) and 30m into the street to demonstrate the impact of queuing traffic on data quality. By comparing with a CCTV record, we demonstrated that on average 12.5% of traffic was missed at the stop lines, compared to less than 3% at a 30m distance. It was agreed that the significant improvement in data quality was worth the compromise in relocating away from the ideal census line. Following the pilot study, this approach was rolled out across 21 school sites in the region.
